Investigative Report on The Building
Since the passage of the Moniteau County Library District in November 2017, The Moniteau County library has outgrown its current library building. Looking to future space needs, the Board of Trustees purchased the adjacent property to the south in January 2020. This was Step One of addressing the inevitable full capacity for collections, staff workspace, storage, seating areas, and parking.
To be completely informed about building an addition to the current building, the Board of Trustees hired the Allstate Consultants Engineering team to thoroughly investigate the library building. The library board enlisted the professional services of Allstate Consultants, an engineering firm located in Columbia, Missouri. Allstate completed an on-site inspection on May 3, 2022, spending the day on-site. The purpose of the inspection was to determine the overall condition of the library's main building.
INVESTIGATIVE REPORT
The building is a two-story, multi-Wythe, unreinforced brick masonry structure built around 1864. In the late 1990s, the building was remodeled by California Progress Incorporated and was occupied by the Wood Place Library in 1998,
Major findings of the report:
(1) Past moisture-related damage occurred to the masonry bearing walls and other structural systems (specifically the main floor wood joist assembly). The report recommends exposing all bearing elements of the structure to determine what repairs are needed.
(2) The exterior walls at the southwest corner of the building have bulged outward. The report recommends that the condition of the west and south walls be verified and stabilized if needed.
(3) All exterior walls have areas that need to be repointed or rebuilt as needed.
(4) The roof has ponding issues, and adherence issues, and does not have overflow/emergency drains. The report recommends the existing roofing layers be removed and a new commercial roofing system installed.
(5) Stormwater (particularly along the south wall does not flow away from the building. The report recommended the grade be modified to improve drainage.
The report recommended the use of a qualified structural engineer and that all repairs be done by a contractor familiar with the type of construction of the library building.
The report stated in part "Immediate danger to the building occupants is not probable...."
In conclusion, the report stated: “Although the structure could be repaired for extended future service, it was apparent that the building was at or near the end of its intended service life. Due to the degraded condition of the building, repairing the structure may not be reasonable in terms of cost."
